1.0           Introduction:

 

The National Examinations Council of Tanzania at its 62nd Meeting which was held on 25th February 2005 released the results of the following examinations:

 

1.1            Certificate of Secondary Education Examination (CSEE)

1.2            Qualifying Test (Q.T.)

1.3            Grade A Teacher's Certificate Examination (GATCE)

 

2.0           Registration,  Attendance and Results:

 

2.1           Certificate of Secondary Education Examination (CSEE)

 

2.1.1   Registration and Attendance:

 

(a)        In 2004 the number of examination centres for School Candidates was 1,010 while the number of examination centres for Private Candidates was 374.  In 2003School Candidates sat for the examination in 944 centres and Private Candidate sat for the examination in 350 centres.  Thus, the number of examination centres for School Candidates increased by 66 (06.60%) while Private Candidates examination centres decreased by 24 (06.86%).

 

(b)       The number of candidates, both school and private, who registered for the Certificate of Secondary Education Examination (CSEE) November 2004was 98,294.  Compared to 86,970 candidates who registered for the examination in November 2002 there has been an increase of 11,324 (13.02%), 91,655 (96.33%) out of 95,144 sat for the examination, while 3,489 (03.67%) did not sit for the examination.  In 2003 the percentage of candidates who sat for the examination was 96.23% and the percentage of candidates who did not sit for the examination was 03.77%.

 

(c)        65,245 School Candidates registered for CSEE November 2004.  Compared to 64,417 candidates who registered for the examination in 2003, there has been an increase of 828 (01.29%).  63,489 (97.31%) out of the 65,245 registered candidates sat for the examination, while 1,758 (02.69%) did not. In 2003 the percentage of School Candidates who sat for the examination was 96.81 and the percentage of those who did not sit for the examination was 03.19

 

(d)       29,899 Private Candidates registered for the CSEE November 2004.  Compared to 22,553 Private Candidate who registered for the examination in 2003, there has been an increase of 7,346 (32.57%).  Out of the 29,899 registered Private Candidates, 28,168 (94.21%) sat for the examination while 1,731 (05.79%) did not.  In 2003 the percentage of Private Candidates who sat for the examination was 94.57 while the percentage of the Private Candidates who did not sit for the examination was 05.43%.

 

2.1.2         Results:

 

(a)   School Candidates in Government Schools:

 

(i)    The number of candidates in Government Schools who passed the CSEE November 2004 in Divisions I - III is 7,157 (48.54%). Compared to 7,326 (45.88%) candidates who had the same passes in 2003, hence an increase of 02.66%  of candidates who passed in those three divisions.

                      

(ii)   The number of candidates in Government Schools who passed the CSEE 2004 in division I - IV is 13,869 (94.06%). Compared to 14,499 (90.81%) candidates who passed in Divisions I - IV in 2003, there has been an increase of 03.25% of candidates who passed in all four divisions.

 

(iii)                  The number of candidate in Government Schools who failed the CSEE November 2004 is 876  (05.94%), compared to 1,468 (09.19%) candidates who failed the examination in 2003.

 

(b)       Candidates in Community Secondary Schools:

 

(i)    The number of Candidates in Community Secondary Schools who passed the CSEE November 2004 in Divisions I - III is 2,153 (22.28%).  Compared to 6,006 (28.94%) candidates who passed in those three divisions in 2003 there has been a decrease of 3,853 (06.66%) candidates.

 

(ii)   The number of candidates in Community Secondary Schools who passed the CSEE November 2004 in Divisions I - IV is 8,184 (84.70) compared to 17,259 (83.18%) of 2003.

 

  (iii) Therefore there has been an increase of 01.53% of candidates who passed in all four divisions in Community Secondary Schools.

 

(iv)        The number of candidates in Community Secondary Schools who failed the CSEE November 2004 is 1,478 (15.30%) compared to 3,491 (16.82%) candidates who failed the examination in 2003.

 

                 (c)  Candidates in Non - Government Secondary Schools:

(i)                 The number of candidates in Non Government Secondary Schools who passed the CSEE November 2004 in Division I - III is 7,590 (37.91%), compared to 8,173 (40.35%) candidates who passed the CSEE November 2003 in Divisions I - III.  This is a decrease of 583  (02.44%) candidates.

(ii)              The number of candidates in Non - Government Schools who passed the CSEE November 2004 in Division I - IV is 18,441 (92.11%), compared to 18,070 (89.22%) candidates who passed the examination in 2003 in Divisions I - IV.  There has been an increase of 371 (02.89%) candidates.

(iii)            The number of candidates in Non - Government Secondary Schools who failed the CSEE November 2004 is 1,580 (07.89%), compared to 2,183  (10.78%) candidates who failed the CSEE examination in 2003.

                 (d)  Candidates in Seminaries:

(i)    The number of candidates in seminaries who passed the CSEE November 2004 in Divisions I - III is 1,528 (74.28%), compared to 1,618 (73.71%) who passed the CSEE examination in 2003in Divisions I - III.  There has been an increase of 00.57% candidates who passed in those three divisions.

(ii)   The number of candidates in seminaries who passed the CSEE November 2004 in Division I - IV is 2,037 (99.03%), compared to 2,128 (96.95%) who passed the CSEE examination in Division I - IV in 2003. This is an increase of 02.08% of passing in those divisions.

 

                 (e) Private Candidates:

 

(i)    The number of Private Candidates who passed the CSEE November 2004 in Divisions I - III is 573 (02.03%), compared to 304 (01.43%) Private Candidates who passed the CSEE 2003 in Divisions I - III. There has been a decrease of 269 (00.61%) candidates.

 

(ii)   The number of Private Candidates who passed the CSEE November 2004 in Divisions I -IV is 21,771 (77.29%), compared to 15,538 (72.85%) who passed the CSEE 2003 in Divisions I - IV. There has been an increase of 6,233 (04.44%) candidates who passed in those four divisions.

 

(iii) The number of Private Candidates who failed the CSEE November 2004 is 6,397 (22.71%).  In 2003 5,790 (27.15%) candidates failed the examination.

(f) Zanzibar School Candidates:

                     

   (i) The number of Zanzibar School Candidates who passed the CSEE November 2004 in Divisions I - III is 1,041 (23.39%), compared to 613 (19.45%) candidates who passed the CSEE November 2003 in those three divisions.  There has been an increase of 428 (03.94%).

 (ii) The number of Zanzibar School Candidates who passed the CSEE November 2004 in Divisions I - IV is 4,173 (93.78%), compared to 2,900 (92.03%) candidates who passed the CSEE November 2003 in Division I - IV.  There has been an increase of 1,273 (01.74%) candidates.

 

 (iii) The number of Zanzibar School Candidates who failed the CSEE November 2004 is 277 (06.22%), compared to 251 (07.97%) candidates who failed the CSEE examination in 2003.

 

 

 (g) School Candidates:

 

(i)    Out of all 63,487 School Candidates who sat for the CSEE November 2004, 22,431(35.33%) passed with Divisions I - III.  Compared to 23,736 (38.09%) candidates who obtained Division I - III in 2003, hence a decrease of 02.76 of candidates who passed in those divisions.

 

(i)           The number of all School Candidates who passed the CSEE November 2004 in Division 1 - IV was 58,067 (91.46%) which was an increase of 3,163 (03.41%) over that of 2003.

 

(iii)  The number of all School Candidates who failed the CSEE November 2004 is 5,420 (08.54%), compared to 7,455 (11.95%) of CSEE 2003.

 

(h)   Overall

 

(i)                 Out of 91,655 candidates who sat for the CSEE in November 2004 the number of candidates who passed with Divisions I - III is 24,520 (26.76%).  Compared to 24,040 (28.74%) who got Divisions I - III in CSEE November 2003, there has been a decrease of 480 (01.98%) candidates.

 

(ii)              The overall number of candidates who passed the CSEE November 2004 in Division I - IV was 79,838 (87.11%).  While 11,817 (12.89) have failed.  Hence, the number of candidates who passed the CSEE November 2004 in Division I - IV has gone up by 02.94% compared to that of the year 2003.

 

 

2.1.3       The Quality of Performance:

 

Generally speaking, the quality of performance in the Certificate of Secondary Education Examination (CSEE) November 2004 has gone down as compared to that of CSEE November 2003.  The percentage of candidates who obtained divisions I, II, III, IV and O are shown as follows:

 

            (a)   Overall Candidates:

 

                   Division  I:        05.39% (2003)  to  03.32% (2004)

                                             (a decrease of 2.07%)

 

                   Division II:        05.46% (2003)  to  05.87% (2004)

                                            ( an increase of 00.41%)

 

                   Division III:       17.89% (2003)  to  17.57% (2004)

                                             ( a decrease of 00.32%)

 

                   Division I - III:   28.74% (2003)  to  26.76% (2004)

                                             ( a decrease of 01.98%)

 

                   Division  IV:      55.43% (2003)  to  60.35% (2004)

                                            ( an increase of  04.92%)

 

                   Division 0:        15.83% (2003)  to  12.89% (2004)

2.2           Qualifying Test (Q.T.):

 

(a)   A total of 10,805 candidates had registered for Qualifying Test (Q.T.) November 2004, compared to 7,103 candidates who registered for Q.T. November 2003.  The number of Q.T. candidates for November 2004 increased by 3,702 (52.12%) candidates.

 

(b)   3,866 (39.15%) candidates out of 9,876 who sat for Qualifying Test have passed, compared to 1,851 (36.71%) candidates who passed the Q.T. in 2003. The percentage of candidates who passed Qualifying Test (Q.T.) in 2004 has thus increased by 10.47% compared to that of 2003.

 

2.3           Grade A Teacher's Certificate Examination (GATCE):

 

(a)   A total of 10,894Candidates had registered for Grade A Teacher's Certificate Examination (GATCE) November 2004.  Out of the registered candidates, 10,725 (98.45%) sat for the examination and 169 (01.55%) did not.  The examination under discussion involved candidates who attended one year formal training at colleges.

 

(b)  Out of 10,725 who sat for the GATCE, 10,610 (98.93%) passed the examination while 115 (01.07%) candidates failed.

 

(c)          GATCE results shall be confirmed after a further one year field training (internship) for the candidates who had passed the November examination.

 

3.0    Examination Results of Candidates who sat for CSEE November 2003 Without Paying Examination Fee:

 

The National Examinations Council of Tanzania (NECTA) has suspended the examination results of 1,058 candidates who sat for CSEE November 2004 without paying examination fees.  In addition, the National Examinations Council of Tanzania has suspended the examination results of 85 candidates who sat for the Grade A Teacher's Certificate Examination (GATCE) without paying examination fees.

 

The said examinations results will be released after the concerned candidates pay the appropriate examination fees to the Council.

 

4.0    Examination Results of Candidates who are Lacking Continuous Assessment (C.A.) Data:

 

The National Examinations Council of Tanzania (NECTA) has suspended the examination results of 230 School Candidates and of 07 GATCE candidates who sat for the November 2004 examinations without Continuous Assessment (C.A.) data.

 

Their results will be released after their Heads of Schools or Principals submit the missing C.A. data to the Council together with sound reasons for the late submission of the C.A. data. The time limit for submitting the C.A. data shall be 6 months from the date of announcing the November 2004 Examinations results.  Thereafter suspended examination results of the said candidates shall be nullified in line with  Section 49 (b) of the Examinations Regulations of NECTA.

 

5.0    Examination Results of Candidates who Did Not Complete Registration Procedures:

 

The National Examinations Council of Tanzania (NECTA) has suspended the examination results of 03 School Candidates and 35 Private Candidates who sat for CSEE November 2004 without completing registration procedures.

 

6.0    Examination Results of Candidates who Sat for the CSEE in Subjects for Which they did not register:

 

The National Examinations Council of Tanzania (NECTA) has suspended the examination results of 77  Private  Candidates due to sitting for CSEE November 2004 in subjects they did not register for until such candidates rectify the noted faults and/or pay a penalty such irregularity.

 

7.0    Examination Results of School Candidates in Centres with less than 35 Candidates each:

 

The National Examinations Council of Tanzania (NECTA) has suspended the results of 210 candidates from 20 schools whose School Heads did not pay examination fees short of 35 candidates, until they pay the appropriate examination fee they owe the Council.

 

8.0    Examination Results for Candidates who were Suspected Cheating in Examinations:

 

The National Examinations Council has nullified the results of 1,307 School Candidates and 237 Private Candidates who were involved in cheating during the CSEE November 2004. Comparatively, only 162 School Candidates and 10 Private Candidate's results were nullified in the November CSEE 2003.

 

The National Examinations Council has observed that the increase in the number of candidates whose results have been nullified has to a large extent been contributed to by the breaking of Ngateu Secondary School (S.930) in Arumeru District, Arusha and theft of History, Kiswahili, Geography and Bible Knowledge 1 papers.  It was for example observed that the Geography paper was circulated among 50 school and 17 Examination centers. 

 

It is assumed that the other subjects examination papers were not affected due to the short span of time between the time Ngateu S.S. was broken into, the papers stolen and the time the subject papers were being done.

 

The stolen examination papers were done on the following dates:

 

History (012),          Wednesday, 03/11/2004 Afternoon

Kiswahili (021),       Thursday, 04/11/2004  Morning

Geography (013),     Thursday, 04/11/2004  Afternoon

Bible Knowledge 1,  Friday, 05/11/2004 Afternoon.

 

The total number of candidates whose CSEE November 2004 results been nullified due to cheating in Geography alone is 1,394 (out of 1,544 whose results were nullified).

 

9.0    The National Examinations Council of Tanzania has suspended the results of Grade A Teacher's Certificate (GATCE) November 2004 of:

 

(a)      96 candidates who submitted to the Council, CSEE data which are not within NECTA's data base.  The results of the concerned candidates shall be released after their principals submit to NECTA the correct data.

 

(b)      238 candidates from Bustani Teachers' College whose qualifications for sitting for GATCE November 2004 have not been submitted to NECTA todate.  Their results shall be release after the Principal of Bustani Teachers' College submits the appropriate qualifications data for the concerned candidates.

 

10.0 Viewing Examination Results: 

 

Results for the Examinations held in November 2004 can be viewed at the following eleven (11) Secondary Schools in Dar es Salaam effective 1st March 2005:

 

Jangwani, Zanaki, Azania, Tambaza, St. Anthony's Mbagala, Kinondoni, Makongo, Jitegemee, Forodhani, Maarifa Tandika and Al-Haramain.

 

Viewing of Examinations results of CSEE, QT and GATCE can be done through NECTA's Internet:  www.necta.go.tz

 

Furthermore, for candidates who are outside Dar es Salaam their results may be viewed at the Regional Education Officers.  School/College candidates can also view their examination results at their Schools/Colleges where they studied.
